RULES & REGULATIONS

PURPOSE
The Roughrider Air Rally is a new event for North Dakota and will bring aviators from across the state and nation to meet, exchange ideas and compete. It will give participating pilots the opportunity to test their flight planning, navigation, and piloting skills. The Rally is being coordinated by the North Dakota Center for Persons with Disabilities, a non-profit organization at Minot State University. Proceeds from the Rally will be contributed to the NDCPD Endowment to further NDCPD’s mission.  The Roughrider Air Rally will be held on Labor Day weekend, September 1-2, 2007. Pilot participants will be given a flight plan to take pictures of selected North Dakota landmarks. Results and times will be recorded and evaluated by officials. Trophies will be awarded based on different winning categories.

GOAL
To have fun, test your piloting skills and earn bragging rights.

SAFETY

  1. All right of way rules will be observed.
  2. VFR contest.
  3. Any mechanical problem or medical problem takes precedent over competition.  Therefore if you need to divert for any reason for the safety of your passengers, your plane and yourself; DO SO. Call at ________ to inform the rally coordinator of your situation and need of assistance.
  4. All plane-to-plane communications will be on frequency 123.45
  5. Announce presence 5 miles from target and as necessary.  If target is airport use the CTF frequency for that particular airport.  If not airport use plane to plane frequency of 123.45.  Use the phraseology of; Race or Rally, Piper, 7890 is 5 mile out from ___, inbound. 

ARRIVAL
Friday August 30, 2007; Aircraft and paperwork will be checked after 14:00 CDT local or on arrival prior to 07:00 CDT Saturday Sept. 1, 2007.  All aircraft will have fuel tanks toped off upon arrival.

RALLY
Saturday, September 1, 2007.  Briefing 07:00 CDT at hanger.  Opening Ceremony, Weather Briefing, Disposable digital cameras will be issued to each contestant plane.

  1. First Picture is to be of crew and plane in Minot on tarmac
  2. Target sheets handed out Friday night at banquet.  Picture of each target in order at specified altitude and bearing.
  3. Timed take off; slowest aircraft first to the fastest at 5 minute intervals.
  4. Goal is to be as close as possible to estimated time and fuel usage to fly route at normal cruise speed of 65% power.
  5. Upon landing at Dickinson precision landing will be scored.  Only one landing per plane.  4 points for on the line, 3 points for short of the line, 2 points for beyond the line, and 1 point being outside the box for target landing.
  6. Time will be recorded when main wheels touch down at Dickinson. No bounces, when wheels stay on the runway.
  7. Give fueling slip from refueling at Dickinson to Rally coordinator.  Failure to provide fueling slips as to gallons results in elimination from rally event.
  8. Lunch will be provided at Dickinson
  9. After lunch timed take off from Dickinson with slowest planes first to fastest. For next leg of rally.
  10. When main wheels touch down at Minot time will be recorded. 
  11. Turn in camera to Rally coordinator at end of flight at Minot. Pictures will be developed and reviewed. If targets pictured are close to picture provided on rally sheet it will be counted.  If not or target missed is will not be counted.  A percentage of targets hits will be used in calculations for overall winner.
  12. Planes that have to land in route to refuel should record when they land, how and when they take off from refueling.  They should also hand in fueling tickets to the rally/race coordinator.  The time on the ground will be subtracted from that team’s total time and the fuel taken onboard will be added to that teams fuel estimate.

RACE
Sunday September 2, 2007.  Briefing 07:00 CDT at hanger.  Weather briefing and any changes.

  1. Timed take off from Minot.  Slowest aircraft to fastest.
  2. Fly to Jamestown. Announce 10 miles out on CTF frequency and then 5 miles out. Announce on final. Fly runway ___ 500 ft above runway, wings level.  No cutting corners.  Will be docked 5 minutes time if cut corners.  No cutting in front of planes in front of you.  Obey all safety and right of way rules.  Observer on ground will record your tail number and fact of you fulfilling the requirement.
  3. Fly to Devils Lake.  Announce 10 miles out on CTF frequency and then 5 miles out.  Announce on final.  Fly runway ___ 500 ft above runway, wings level.  No cutting corners.  Will be docked 5 minutes time for violation.  Obey all safety and right of way rules. Ground observer will record your tail number and fact you fulfilled the requirement.
  4. Main wheel touch down back in Minot stops the clock for your aircraft. 

RALLY AND RACE CALCULATIONS
Rally will have first and second place trophies.  Based on how close you were to the estimated time and fuel calculations.  Those calculations are based on your 65% power or cruise speed provided before the event. 

Race will have first and second place trophies.  Based on how much faster than the calculated time it takes to complete the course.  Those calculations are based on your 75% power speed provided before the event.  All aircraft for the race will have their times normalized to the standard aircraft 75% power speed.  The standard aircraft will be the average 75% power speed for all contestant aircraft. 

The overall Teddy Roosevelt Award will be awarded to the aircraft based on calculation that takes the precision landing score plus the difference in race time divided by the difference in fuel estimation and time estimation calculated for the rally all multiplied by the percentage of  target picture hits your plane made. 
The calculations will be done by Excel spreadsheet programmed with the calculations on computer.

AWARDS
Awards will be made Sunday afternoon September 2, 2007 in the hanger.  Door prizes will also be made.  Prizes for the contestant coming the most distance to participate will be made as other special awards, such as the oldest aircraft.  Survey as to quality of event will be given to all participants at the award ceremony and handed in prior to leaving.  Pictures of winners will be taken.  News releases will be signed. Etc.
